Harris County Resources for Children and Adults helps the community through more than a dozen programs, and each requires community support to achieve the Harris County Resources for Children and Adults vision to better the lives of children and adults in Harris County. You can be the difference in the lives of children, teenagers and adults.
Services
Harris County Resources for Children and Adults provides services to support abused and neglected children and youth who are involved or in the custody of Child Protective Services (CPS), a program of the Texas Department of Family and Protective Services. Some of the services included are:
- A clinic providing medical, dental, and mental health care
- Permanency planning
- Housing assistance for those aging out of foster care
- Workforce preparedness and Employment Opportunities
- Life skills classes
- Wrap around services
- Education outreach and recruitment initiatives for adoption
- Emergency supplies, basic necessities, back-to-school supplies, and holiday gifts for children involved with CPS
- Temporary emergency children’s shelter for youth, ages 12-17
These services are provided through:
The Integrated Health Services Division provides services to children and families involved with Texas Child Protective Services based on a model that integrates Medical, Dental, Behavioral Health, and Clinical Assessment services. A team of professionals in one location, the Youth Services Center, provides all services. Psychiatric services, home-based therapy, child and adult assessments and permanency planning are also among the services included.
Superior HealthPlan Foster Care Center of Excellence

In 2018, we were honored to be named a Foster Care Center of Excellence. The designation from Superior HealthPlan, a leading managed care organization in Texas, is for clinics that meet the highest level of care for foster children and their caretakers. The designation reflects the clinic’s expertise in treating traumatized children in the foster care system. It has been recognized as a high-quality clinic that brings experts together in one location to provide medical, dental and behavioral health care exclusively to children in foster care. Currently, our clinic is one of ten in Texas with this distinction. (Click here for more information).
The HAY (Houston Alumni & Youth) Center, empowers current and former foster youth, ages 14 through 25, to be successful, productive adults. Services include life skills training, educational services, employment opportunities, and other programs to assist with their transition to adulthood.
BEAR... Be A Resource for CPS Kids, provides goods and services to children involved with CPS including necessities, clothes, school supplies, holiday gifts, and adoption recruitment.
Kinder Emergency Shelter provides short-term residential services for youth, ages 12-17, who are in need of shelter and care due to abuse, neglect, homelessness and/or severe family conflict.
Services
The Harris County Resources for Children and Adults provides the following services to support families through: Integrated Health Services Division, TRIAD, and Community Youth Services (CYS).
- Services for families in crisis
- Family and Parent-Child interaction assessments
- Trainings on Parent-Child conflict, mental health, substance abuse, runaway/homelessness, teen pregnancy, parenting, and adolescent development
- Grief counseling
- Parenting classes
- Home visits and therapy

Community Youth Services (CYS) is a school-based crisis intervention and case coordination program offered in 14 school districts and in the community. The goal of the CYS program is to prevent school aged youth from becoming victims of child abuse, running away, dropping out of school or entering into delinquent behavior.
TRIAD provides countywide prevention and early intervention services to divert youth from involvement with the child welfare, mental health, and/or juvenile justice systems. Services include free counseling and therapy to families of youth with serious mental health issues, JP court services, parent-youth programs, youth leadership skills, mentoring, and a 24-hour hotline for families in crisis.
Services

Some of these services are also provided to support the abused and neglected children involved with the Texas Department of Family and Protective Services.
